Manufacturing is the key to enriching the people and strengthening the city in Wenzhou, and it is the cornerstone for the high-quality development of Wenzhou. 

On the morning of the recent day, Vice Governor and Mayor Zhang Zhenfeng organized the "Invite for Consultation" - Key Proposal Handling Coordination Meeting. They focused on discussing the handling situation of the proposal put forward by Zheng Xiaoguan, the chairperson of the Zhejiang Provincial Committee of the China Zhi Gong Party, titled "On Upgrading the Science and Technology Innovation Ecology of Wenzhou to Promote the Construction of a High-Level National Innovative City". One, improving this crucial link of the industrial chain 

From the perspective of the entire supply chain, a manufacturing supply chain collaboration platform oriented towards industrial users should be established. Based on the construction of a supply chain panoramic map, a supply and procurement collaboration mechanism should be established, an order tracking system should be created, a quality assurance system should be improved, and all links of industrial production, distribution, circulation and consumption should be connected. The bottlenecks of supply constraints should be broken through. The core framework of industrial development is constructed and built with the "industry brain + future factory" approach, and the core competitiveness of Wenzhou's manufacturing industry should be established and enhanced. 

II. Firmly grasp the "key point" of scientific and technological innovation 

Promoting industrial technological innovation and developing new quality productive forces is an inherent requirement for high-quality development. We should accelerate enterprise intelligent technological transformation through means such as big data and AI, strengthen key core technology research and development, increase the transformation of major scientific and technological achievements, build a scientific and technological innovation system with enterprises as the main body, market demand as the orientation, and deep integration of industry, academia and research, so as to lead the improvement of manufacturing competitiveness through scientific and technological innovation and broaden the path of industrial innovation. 

III. Accelerate the introduction of innovative talents as the core element 

Further improve and implement policies related to talent settlement, children's education, medical and social security, etc. Make use of the important platform of the World Youth Scientists Summit to improve working mechanisms such as the院士 Workstation， the Postdoctoral Workstation， and the joint cultivation of graduate students. Attract high-level innovative scientific and technological talents. Establish a multi-level training system for vocational school， higher vocational school， and applied undergraduate talents. Strengthen the construction of key disciplines and specialties in the manufacturing sector. Encourage universities such as Wenzhou University to deepen cooperation with manufacturing enterprises in Wenzhou， and cultivate "customized" technical talents in a targeted manner. Form a long-term mechanism of positive interaction between schools and enterprises for the integration of education and industry. 

IV. Vigorously Promote the "Four Thousand Spirit" 

Private entrepreneurs form the foundation for the high-quality development of manufacturing in Wenzhou. The "Four Thousand Spirit" emerged during the formation of the "Wenzhou Model", stemming from the private economy and market economy. This spirit mainly embodies the tenacity and innovation ability of Wenzhou entrepreneurs. Let the "Four Thousand Spirit" generate new strength and shed new brilliance in the new era, and in the process of cultivating the innovative advantage of "being bold and pioneering", make greater contributions to building Wenzhou into a global advanced manufacturing base with competitiveness.

"Vigorously develop artificial intelligence and accelerate the cultivation of new productive forces." Yu Xiangqian, a member of the municipal committee of the Chinese People's Political Consultative Conference and the vice dean of the Business School of Wenzhou University, proposed that we should leverage the foundational role of computing power, accelerate the application of innovative scenarios, attract talent concentration, and strengthen the role of science and technology finance. 

Huang Yunbi, a member of the Municipal Committee of the Chinese People's Political Consultative Conference, a member of the Democratic Progressive Party, and the editor-in-chief of the Journal of Wenzhou Vocational and Technical College, believes that we should focus on traditional advantageous industries and strategic emerging industries. We should hire expert teams to conduct applied basic research, common technology research and frontier technology research, and provide services such as product research and development design and inspection testing for private enterprises. 

Vice Governor and Secretary of the Communist Party of China Committee of Wenzhou City, Zhang Zhenfeng, expressed his approval of this proposal and emphasized his high regard for the handling of the proposal.
