Announcement of the Electric Power Business Qualification Management Center of the National Energy Administration on the Undertaking Units for the Compilation of Electronic License Standards for Electric Power Business Qualification Licenses

In order to do a good job in the preparation of electronic license standards for power business qualifications, and in accordance with the relevant regulations of the National Energy Administration, starting from now on, we will carry out the public solicitation work for the undertaking units of the electronic license standard preparation project. The relevant matters are hereby notified as follows:
1、 Main content of electronic license standard preparation
According to the unified deployment of the State Council's online government service platform construction work and relevant national standards for electronic licenses, combined with the actual work of the National Energy Administration's power business qualification licensing, the electronic license standards for power business licenses and installation (repair, testing) power facility licenses are formulated.
2、 Declaration requirements
The applicant shall be universities, scientific research institutes, industry associations, social organizations, enterprises and other institutions within the territory of the People's Republic of China (excluding Hong Kong, Macao and Taiwan) that have been examined to be qualified for bidding.
The applicant must have the necessary human resources and material conditions to complete the preparation of electronic license standards, strong professional research ability and experience in the preparation of government standards.
The applicant shall provide evidential materials on previous performance, quality of researchers and technical ability.
The applicant has participated in the preparation of electronic license standards for state organs, and its work results are of high quality and good reputation.
The project leader shall be the full-time staff or external staff of the applicant, and the real organizer and director of the whole process of electronic license standard preparation.
The preparation results of the electronic license standard for power business qualification shall not infringe the intellectual property rights and other rights of any third party, and comply with the relevant national policies, confidentiality provisions and regulations.
3、 Declaration time and method
Application time: March 18, 2020 - April 6, 2020.
Application method: the application unit shall truthfully fill in the Project Application Form of the National Energy Administration Power Business Qualification Management Center (see the attachment), affix the official seal of the application unit, and mail it to the National Energy Administration Power Business Qualification Management Center before the deadline for application, and send an e-mail. The declaration materials can be confirmed with the contact person after being sent or emailed.

4、 Other matters
1. The project for preparing electronic license standards for power business qualification licensing should complete project acceptance within the time limit specified in the contract.
2. The Qualification Center will organize the evaluation of bidding units, and those who are not selected will not be notified separately.
